Arms Trade Treaty (ATT)
Iceland supports the ongoing work at the United nations to conclude a legally binding Arms Trade Treaty (ATT). Iceland submitted proposals for the content of the Treaty which include inter alia the following viewpoints:
- The Arms Trade Treaty can reduce the risk of violation of humanitarian law, human rights abuses, flow of refugees, terrorist acts and/or of organised crime.
- The realisation of a treaty on armed conflict is a practical aspect, given the fact that manifold international agreements and cooperation arrangements have entered into force in this field, which could form a basis for such a treaty.
- The Arms Trade Treaty should cover all conventional arms and other munitions and dual-use items (for civil and military use). It should cover technology and services in connection with production, maintenance and use of weapons.
- The Treaty should cover all kinds of transfer of arms, whether between public or private bodies, direct or indirect sale, for consideration or free of charge; transportation, loans, leases, presents and temporary imports or exports.
- Decisions on the use of arms shall be taken by each State on a stand alone basis. Consideration should be given to the risk of humanitarian and human rights abuses, refugees problems, terrorist acts and of organised crime.
- A system of agencies should be established to aid the implementation of the Treaty.
