Confidence Building Measures (CBMs)

Confidence building measures (CBMs) in the context of disarmament are intended to build up trust, to prevent a crisis situation to deteriorate, promote peace and tighten security. Examples include transparency with respect to military capabilities or strategies and exchange of information on deployment of troops. The OSCE Vienna Document 1999 of the negotiations on confidence and security building measures promotes transparency in military matters among the States Parties. Conventions include the Conventional Forces Europe Treaty (CFE) and the Open Skies Treaty.
